Female Pokemon with a Gender Ratio of 1 Female - 7 Males

Gen 1 and Gen 2

Female Pokemon are shiny locked, in Gens 1 and 2, because Shininess was determined by DVs as well as the gender. This means Female Pokemon with a 1 Female - 7 Males gender ratio can never be shiny in Gens 1 and 2.

All Unown Except for I and V

Gen 2

All Unowns are Shiny Locked except for the letters "I" and "V". This is because the Unown forms are determined by DVs and Shininess is also determinded by DVs. This means the the only letters that match up are the letters "I" and "V".

Mew

Gen 1, 2, 4, 5, 6, 7, 8, and 9

In Pokemon Emerald you can use the Old Sea Map to travel to Faraway Island. At Faraway Island you can encounter, and shiny hunt, Mew. Other than Pokemon Emerald Mew is shiny locked in every game, and can only be obtained through distrubitions.
